Overlays are jpeg files, not actions.  They are used as a layer.  Basic knowledge of your editing software and working in layers is required.  These will work with all versions of PSE, Photoshop, Corel and even the free software, GIMP.  THESE WILL NOT WORK IN LIGHTROOM.
